SYVCC has been busy ‘behind the scene’ working in opposition of Camp 4 annexation.  We have just learned of a disturbing development, and once again need to ask you to communicate your opposition for annexation to your Congresswoman Lois Capps.  

As you know, a congressman from northern California (Doug LaMalfa – (R)-Redding) sponsored a bill (HR3313) to legislatively annex Camp 4 into the reservation of the Santa Ynez Band of Mission Indians (Chumash).  Initially, our congresswoman, Lois Capps, said she would not support the annexation.  No doubt her position was strengthened in part from your earlier letters and emails to her.   Representatives do consider and weigh the correspondence they receive from their constituents.  We can make a difference! 

Without burdening you with too much detail, a bill does not go into committee hearing unless it has the support of the congressman whose district the bill affects.  ie, the Camp 4 annexation HR3313 bill would not progress to committee and then on to a legislative (bill) as long as Congresswoman Capps opposed it.   We have been advised that lobbyists for the Chumash have advised LaMalfa’s Committee on Natural Resources that Capps is “neutral” on the Camp 4 annexation and “would not oppose a hearing”.   If Capps is considering re-positioning to “neutral” she is selling out to the Chumash and that is exactly what the Committee on Natural Resources needs as an excuse to move HR3313 one step closer to annexation.  This neutral position is a game-changer for citizens opposed to the annexation of Camp 4.  A hearing would give the tribe a platform to circumvent the federally mandated process for review of an annexation application.  HR3313, with 4 co-sponsors sitting on the committee, now has the potential to pass out of the Committee of Natural Resources moving Camp 4 one step closer to annexation.

Congresswoman Capps could blame this on the sub-committee, but it is a neutral do nothing position that is the problem.  Her office has stated that the bill will not survive the Senate.  Again, the Congresswoman would be shuffling all the responsibility and heat onto the shoulders of Senator Feinstein.  It is time for the Congresswoman to take an action.  If she is opposed to HR3313 then she must also be opposed to a hearing on this legislation.  She must make this position known to the committee immediately.

It is vital that Congresswoman Capps receive emails, letters, phone calls, faxes from all of us.  Contact information is at the end of this email.  Please contact Congresswoman Capps now telling her:

1.  A Congressman from northern California (LaMalfa) should not have authority over land in Santa Barbara County;
2.  Property rights of all citizens need to be honored;
3.  She needs to support the citizens who voted her into office and supported her;
4.  She needs to stand up for our rights.
5.  There is a regulatory process in place for the annexation procedure and it should not be done legislatively with HR3313.
